Senate Urges Federal Government to Revive Textile Industry

The rapid decline of a manufacturing sector that once stood as the backbone of the national economy has prompted a formal legislative intervention aimed at restoring industrial sovereignty. The Nigerian Senate has officially called upon the Federal Government to initiate a comprehensive revitalization of the nation’s defunct textile industry, with a strategic focus on the historically significant Kaduna-Kano industrial axis. This motion, spearheaded by Senator Katung Sanday Marshall, underscores the industry’s transition from a cornerstone of the national economy to a struggling sector burdened by decades of neglect. At its peak during the 1970s and 1980s, the nation hosted 167 textile mills that provided over 500,000 direct jobs, making it the second-largest employer in the country and a generator of approximately $2 billion in annual revenue. This era represented a gold standard for regional manufacturing and established a robust supply chain that supported millions of livelihoods across the country.

Historical Decline and the Impact of Global Trade

Analysis from lawmakers identifies a clear trend of industrial decay that accelerated in the late 1990s and left the domestic market vulnerable to external shocks. The collapse of major plants, such as Arewa Textiles and United Nigeria Textiles, was driven by a combination of obsolete machinery, insufficient capital investment, and a chronically unstable power supply. By 2007, the once-vibrant “Textile City” of Kaduna had seen its manufacturing capacity vanish, leading to massive layoffs and the eventual reliance on foreign imports. Current data suggests that since the lifting of the import ban in 2010, nearly half of the domestic textiles are sourced from overseas markets like China and Taiwan, draining foreign exchange reserves and stifling local growth. The loss of these facilities did more than just cut production; it dismantled the entire socioeconomic fabric of northern industrial hubs, leaving vast complexes of empty warehouses where thousands of technicians once worked.

Strategic Pathways for Sustainable Economic Restoration

Lawmakers reached a consensus that the revival of this sector functioned as both an economic necessity and a national security priority for the region. By urging the Ministry of Agriculture and the Ministry of Trade and Investment to prioritize domestic cotton production, the Senate aimed to address the root causes of youth restiveness and regional instability. The restoration of the textile industry provided a clear roadmap for creating a sustainable job market and reclaiming a position as a leading industrial hub. To ensure long-term success, experts recommended implementing specialized power grids for industrial zones and offering tax incentives for companies adopting modern automated weaving technologies. These measures were designed to reduce dependence on expensive imports while fostering social cohesion through large-scale employment. The motion ultimately served as a catalyst for a modernized industrial strategy that balanced local tradition with the demands of the global market.
